What is this?
As Part of
the US Department of Labor’s Recovery and Re-investment Efforts, the Workforce
Development Board of South Central WI will be launching a Summer Youth
Employment Program.
The Goal of
the effort is to put young people 14 to 18 to work for summer 2009. Eligible
youth must be low income youth ages 14 to 18 and meet one of the barriers stated
in the eligibility criteria below.
CHHI-Summer Youth Employment is a program to encourage high school
students to obtain and retain employment. Services
include:
- Placement with participating employers
- Basic Employment Skills Training
- Vocational Training and Education
Training is facilitated by use of face to face, group sessions, and
Internet-accessed services.
Training Components:
• Essential work skills
• Health & Safety
• Behavior Skills
• Tutoring to assist participants with applicable entrance exams
• Placement assistance available upon successful completion of training
Requirements:
Eligible youth
have the following characteristics:
1.
Low Income – 14 through 18 year
olds
The term “low-income individual” means an individual who –
a. Receives,
or is a member of a family that receives, cash payments under a Federal, State
or local income-based public assistance program;
b. Received
an income, or is a member of a family that received a total family income, for
the 6-month period prior to application for the program involved (exclusive of
unemployment compensation, child support payments, and old-age and survivors
insurance benefits that, in relation to family size does not exceed the higher
of –
i. The
poverty line, for an equivalent period; or
ii. 70%
of the lower living standard income level, for an equivalent period;
c. Member
of a household that receives (or has been determined within the 6-month period
prior to application for the program involved to be eligible to receive) food
stamps;
d. Qualifies
as a homeless individual;
e. Foster
child on behalf of whom state or local government payments are made; or
f. in
cases permitted by regulations promulgated by the Secretary of Labor, is an
individual with a disability whose own income meets the requirements of a
program, but who is a member of a family whose income does not meet such
requirements.
2.
Meets one or more of the
following criteria:

Deficient in basic literacy skills;
- School
dropout;
-
Homeless, runaway, or foster child;
-
Pregnant or parenting;
-
Offender; or
-
Individuals who require additional assistance to complete an educational
program, or to secure and hold employment (sixth criterion – defined by
local boards).
